Service area SEO: how to cover more towns without thin pages

A governance-first approach to service × location pages: what to publish, what to hold back, and how to keep quality as the matrix grows.

The maths of a service area matrix is seductive: eight services × twenty towns is 160 pages. The problem is that 150 of them would say nothing new. Google's spam policies specifically call out content generated at scale primarily to manipulate rankings, so the deciding factor is not whether you can generate the pages, but whether each one is worth reading.

Model the matrix explicitly

Keep services and locations as separate entities and treat the intersection as a record with its own state. That gives editors a queue rather than a publish-everything button.

What makes a cell publishable

Publish gate

  • A real project, customer or review from that area
  • Location-specific detail: coverage, travel, parking, property type, local pricing
  • A local FAQ answering something people there actually ask
  • Internal links up to the service hub and across to neighbouring areas
  • Search demand large enough to justify maintenance

Internal linking is the payoff

A matrix without links is a pile of orphan pages. Each published cell should link up to its service hub, sideways to two or three neighbouring areas, and across to the commercial page that converts. That structure is what turns a set of pages into topical coverage.

Frequently asked questions

Is programmatic SEO against Google's guidelines?
Generating pages at scale primarily to manipulate rankings is. Using templates to publish genuinely useful, distinct pages is not. The difference is whether each page adds something a visitor needs.
How many location pages is too many?
The limit is editorial, not numerical. If you cannot add unique proof and local detail to the next page, that page is one too many.
